I am attempting my second open segment project. It is a vase 9.125" height with 7.99 at widest width.
question due to height along with face plate and waste stock. should I use some sort of end support when turning?

It is always a good idea to use tailstock support while turning the outside. A lot will depend on the size of the segments and how much glue surface area there is.

very little glue surface with 18 segments. Are you finding any particular tail stock design that works well?
 
I assume your top ring is either a solid disk or a solid closed-segment ring. In either case, a normal 60 degree point live center works for me. You can also put a dimple in a piece of flat scrap and put it in between your piece and the live center, just as if you were pressure turning that scrap. I think you are looking for some lateral support but bore importantly, a way to kill vibration as you get away from the headstock. Remember to take light slicing cuts and sharpen a lot more frequently than you would on closed rings. You want to see very fine angel hair shavings coming off, never dust!

How big is the piece and what is your wall thickness? 18 segs per ring should have good glue surfaces but again, depends on your piece.
I have and like to use various size discs at the tailstock with the live center.

You turn the inside first as you build up correct?
