IF I HAVE 24 SEGMENTS EACH WITH A S.E.L. OF 1.093 (1.093X24) I GET 26.232. I'M GETTING A BOARD LENGTH OF 21.1. SHOULD THE BOARD LENGTH BE THE SUM OF THE S.E.L?

No the board length is the length of half of the pieces at the SEL and half of the pieces at the inside length, plus the with of your kerf.
You flip your board as you cut your pieces.

I made a quick ring that was 1.09 for a SEL in WTP. There is a column for Economy Board Length and one for Grain Match. In the Economy BL the stock is flipped as Bob said. In the grain match it is not.
Economy came up with a BL of 19.97"
Grain match came up with a BL of 29.1"

Don't beat yourself up. I had a more than one person approach me at the woodshop with the same question after building a vessel in WTP. Great visual for showing the difference between economy and grain match.
